What does 'In cahoots' mean?

My nephew is doing a paper based on some information packet he has. He asked me what this means, and since I don't want him on my computer, I'm asking you guys. The sentence it is in is "Despite terrible civilian casualties, this was a sham battle staged between Huerta and Diaz, who were actually in cahoots." Thanks
