I have a fluorescent lamp that will turn on for a sec and then shut off. it worked fine for days. plz help?

i came home and it was off so i looked and it was still plugged in. when i plug it back in it will be as bright as it ever was for about half a second. then it will shut off completely until i repeat the process. could it be the ballast?
