Hitler excepted them because he needed manpower. Especially towards the end of the war they were so desperate for soldier most of his youth even fought too. Like in the battle for Berlin there were most of his youth the ss and other soldiers. Germany had a superior military and tactic. They just didn't have enough people. Plus the Japanese are considered honorary aryans. Hope that helps.
