Why is McCain so weak that he did not back the House Republicans on the bailout bill?

The public does not want to pay $700 billion and yet McCain let's Senator Obama off the Warren Buffet/Senator Schumer (D:NY) hook. Wall Street and Fannie Mae and Freddie Mac are the Democrats, yet McCain wants to bail them out. They should pay for insurance like the rest of us would have to.
