Are winter sports, such as skiing, snowboarding, tobogganing only for the rich and the elite?

How can a poor person in any country find money or grants to train, buy equipment and travel to expensive snowy resorts and regions to train? Are there funds available for anyone to partake equally in these sports? Or are they only possible to children who have exceptionally wealthy parents?
