Found dog... was she dumped?

A friend gave us a beautiful doxie and said that the people she got her from said they saw her being dumped from a car. The doxie is very well groomed and well mannered, even housebroke. You can tell she was definitely spoiled. However, her are slightly swollen and there is milk... not a lot at this point. Also, she is loaded with fleas. I'm having trouble believing someone would spend the money to have her groom and nails clipped neatly, spoil her, then dump her. There are no alerts in the area for a lost doxie. Any thoughts?
