How does not displaying cigarettes hurt smokers?

I think the nanny state thing is not because putting fags behind the counter will actually make a difference to smokers, but because of the principles behind this proposed action. Many people feel the government should not be telling people how to live their lives - should not be telling people whether or not they should smoke, and so this is the nanny state.
