How do i highlight text in Adobe photoshop CS2?

Create another layer, it will be transparent. Make sure it is below the text, move if necessary. Make a selection with the rectangluar marquee tool. Then Edit > Fill Selection or click the Paintbucket and fill with your highlighting color.
